Policy Innovation Fellowship
A fellowship nurturing public sector leaders
The Policy Innovation Fellowship is a flagship program of Policy Innovation Lab-Africa (PIL-A) designed to strengthen governance by equipping emerging leaders in Africa’s public sector with the tools, knowledge, and networks to drive forward-looking and innovative policy reforms. This fellowship aims to nurture and empower senior and middle-level public servants to become catalysts for social innovation, foresight, and proactive government development planning over the next century. Through this immersive and transformative five-month fellowship, participants will engage with leading academics, policymakers, and innovators, gaining critical insights into policy foresight and innovation.
2028 Goal:
Train 50 fellows, each producing a 100-year foresight document for government development planning.

Graduate the first cohort by 2026.
Scalable Social Solutions-Africa (3SA)
A curated database of high-impact innovations
The Scalable Social Solutions-Africa (3SA) program, hosted by Policy Innovation Lab-Africa (PIL-A), is designed to identify, evaluate, and profile high-impact social innovations and enterprises across Africa. The primary goal is to create a comprehensive database of multisectoral solutions that have the potential to be scaled up and replicated by governments to address key social challenges. By the end of 2028, the program will publish a list of 50 vetted organizations, each with a proven track record and capacity for broader implementation at the government level.

Complete the first evaluations and documentation by 2026.
Social Public Partnership Pilot Fund
Fund to pilot impactful social-public collaborations
The Social Public Partnership Pilot Fund, hosted by Policy Innovation Lab-Africa (PIL-A), aims to drive the implementation of innovative policies by funding high-level evaluations, model documentation, and scaling pilots for projects co-led by social sector organizations and governments. The Fund will prioritize projects with significant potential for systemic, long-term impact and sustainability, targeting collaborations between the social sector and governments. It will partner with philanthropic organizations, bilateral funders, and governments to catalyze these projects, advancing policy innovation at scale.
The Fund aims to complete three successful pilots by the end of 2028, creating models that can be adapted and replicated across African countries.
2028 Goal:
Complete three co-led pilot projects with measurable impact.

Secure initial partnerships and funding by 2025.
Social Public Partnership Framework
Development of policy frameworks to foster collaboration
The Social Public Partnership Framework Development program, hosted by PIL-A, aims to create a research-driven, evidence-based framework that enables effective collaboration between the social and public sectors across Africa. This project will bring academic institutions, research organizations, and government agencies together to formulate a comprehensive engagement strategy for social-public partnerships. By focusing on due diligence, impact measurement, and piloting, the framework will guide driving high-impact social change through strategic collaborations between government and civil society. The key objective is to develop a robust framework that can be piloted in one African country by the end of 2028, with the long-term goal of scaling the model across the continent.

Pilot the framework in at least one African country.

Submit recommendations to five African governments by 2026.
